“Separation of production, study, research, and use” is not a new slogan, but in the past 20 years, China’s scientific instrument industry has not completed its revival under this slogan. One of the reasons is that it fails to understand who is the main body and the theory ends at the slogan stage. After many innovations of the research department have done research on the results or published papers, it is difficult to complete industrialization due to various reasons such as lack of industrialization funds, information asymmetry, and quick success of enterprises.

In the United States, supporting the teaching of enterprises has been proved to be one of the quickest ways to speed up the development of scientific instruments and high-tech. They emphasize the market mechanism and the main position of scientific instrument companies in the separation of production, learning, research, and use. China's enterprises are still very weak, and they generally do not have the powerful intra-enterprise R&D departments as multinational corporations and they support the material abilities of “learning, researching, and using”. Therefore, when creating foreign experiences, we must consider the specificities of our country. On the one hand, the government is encouraged to increase support for scientific instrument research. On the other hand, it is also necessary to understand from a strategic perspective the company’s dominant position in the separation of “production, learning, research, and use”, and formulate relevant policies to support enterprises. To become bigger and stronger, we are at the forefront of developing our country’s scientific instruments.
