Recently, Yang Chuantang, Minister of the Ministry of Transport, presided over a special meeting to study and deploy the priority development work of urban public transport. He stressed that it is necessary to closely implement the major strategic deployment of the Party Central Committee and the State Council on the priority development of urban public transportation, with the goal of achieving priority development of urban public transport and equalization of urban and rural passenger transport services, further enhancing awareness, innovative ideas, and coordinated promotion. The policy of giving priority to the development of urban public transport takes root, and effectively realizes, maintains and develops the fundamental interests of the people.
Yang Chuantang pointed out that since 2008, under the strong leadership of the Party Central Committee and the State Council, the Ministry of Transport and the relevant departments have actively explored the priority development of urban public transport, in the aspects of urban public transport legislation, standard revision and public transport city creation. He has done a lot of work and accumulated a lot of mature experience. He has played an important role in promoting the scientific development of urban public transportation and achieved remarkable results.
Yang Chuantang emphasized that at present, the development of urban public transportation has entered a new historical stage, the demands of the people are getting higher and higher, and the tasks of serving the new urbanization construction and the goal of a well-off society are becoming more and more important. At present and in the future, we must focus on seven aspects of work by continuously satisfying the growing traffic demand of the people. The first is to correctly handle the relationship between the government and the market. The second is to promote the "Regulations on Urban Public Transportation" and supporting regulations as soon as possible, and initially establish an urban passenger transport standard system that meets the needs of the development of the industry. The third is to accelerate the study and formulation of key systems such as bus cost pricing reform, bus subsidy compensation system, public transport development level performance evaluation system, and government purchase of public transportation service system. The fourth is to strengthen the assessment of the implementation of relevant policies, strengthen supervision and inspection, and improve policy implementation. The fifth is to further strengthen the urban public transport safety management work and comprehensively improve the safety and prevention capabilities. The sixth is to further integrate the bus priority development carrier, conscientiously summarize and timely promote the implementation experience of the “bus city construction demonstration project”, and accelerate the study and formulation of the “urban and rural transportation integration construction project” implementation plan. Seventh, scientifically determine the development goals, work tasks and policy measures of the “13th Five-Year” urban public transport, and realize the classification guidance for the development of public transport in different types of cities.
